چکیده
تاکنون پژوهش‌های گوناگونی، قدرت سیاسی را از منظر کیفی و کمی ارزیابی کردهاند، اما پژوهش حاضر می‌کوشد تا آن را در سطح مناطق ایران از منظر اقتصاد سیاسی، شاخصسازی و کمی‌سازی کند. بدین منظور، نهادها و سازمان‌هایی که به آنها بودجه ملی تعلق گرفته، مشخص شده و افرادی که از هر استان در راس آن نهادها قرار گرفته‌اند، شناسایی شدند. در ادامه، ماتریس قدرت برای هر استان با اختصاص ضریب اهمیت به هر فرد براساس دو نماگر بودجه تخصیصی در قانون بودجه و مدت زمان تصدی تشکیل شد. سرانجام شاخص قدرت اقتصادی- سیاسی هر استان و جایگاه آن با استفاده از روش‌های تاپسیس وزنی، تاکسونومی عددی و وزن‌دهی‌ساده برآورد و براساس آن مناطق ایران به چهار گروه پربرخوردار، نیمهبرخوردار، کمبرخوردار و محروم تقسیم‌بندی شدند. یافتهها گویای نابرابری اساسی در توزیع قدرت اقتصادی- سیاسی مناطق کشور در دوره زمانی 1388-1398 است که روند رو بهبود نیز نداشته است. با وجود ثبات قدرت در دو گروه استانهای پربرخوردار و محروم از قدرت، عمده تغییرات قدرت در سطوح میانی قدرت و به ویژه استانهای نیمهبرخوردار رخ داده است. از آنجایی که پژوهش‌های موجود براساس نماگرهای گوناگون، توسعه اقتصادی مناطق کشور را نیز توسعه‌ای ناهمگن دانسته، می‌توان تناظری را بین توزیع سطوح قدرت اقتصادی- سیاسی و سطوح توسعه اقتصادی در مناطق کشور مشاهده کرد. نتیجه آنکه با ادامه روند فعلی و بدون تغییر در سطوح قدرت سیاسی استان‌ها نمی‌توان تغییر محسوسی را در سطوح توسعه اقتصادی مناطق انتظار داشت.
