چکیده

نوع نگرش به نقش دولت و دلایل وجود دولت، طی قرن گذشته بارها دستخوش تغییر و بازنگری شده است. تغییر نگرش­ها باعث تغییر وظایف و مسئولیت­های محول شده به دولت و بنابراین، تغییر اندازه و ترکیب مخارج دولت می­شود. در بستر این نگرش­ها، عواملی وجود دارد که می­تواند تغییر اندازه و رشد دولت و به‌تبع آن، میزان مداخله دولت را در اقتصاد طی زمان و در بین کشورهای مختلف توضیح دهد. بدین منظور این پژوهش، رابطه بین متغیرهای کلان اقتصادی شامل رشد اقتصادی، رشد درآمدهای نفتی، رشد درآمدهای مالیاتی و تورم را با اندازه دولت در ایران با استفاده از داده­های فصلی طی دوره زمانی 1393:4 – 1369:1 و با استفاده از رهیافت تغییر رژیم مارکف مورد بررسی قرار می­دهد. نتایج این مطالعه حاکی از آن است که در یک مدل بهینه متشکل از دو رژیم با اندازه­های متفاوت دولت، رشد اقتصادی تأثیر منفی و معناداری بر اندازه دولت در هر دو رژیم صفر و یک دارد، اما تورم اثرات متفاوتی در رژیم­ها بر اندازه دولت دارد، به‌طوری‌ که در رژیم صفر (دولت کوچک­تر) اثر منفی و در رژیم یک (دولت بزرگ­تر) اثر مثبت و معناداری بر اندازه دولت می­گذارد. همچنین رشد درآمدهای نفتی در هر دو رژیم اثر مثبت، اما رشد درآمدهای مالیاتی، تنها در رژیم یک بر اندازه دولت اثر مثبت می‌گذارد. علاوه بر این، نتایج مطالعه نشان می­دهد که اندازه دولت در ایران اغلب در رژیم با اندازه دولت بزرگ­تر قرار داشته است و پیش­بینی می­شود که پایداری دولت بزرگ­تر بیشتر از دولت کوچک­تر باشد
