Pursuing the strategy of “injecting oil income” ultimately sends signals to players in the scientific field which encourages them to follow the path of “expanding low-quality education”. Based on the analytical framework presented in this study, domination of a rentier environment in an economy leads to establishment of a rent-seeking incentive structure. In this situation, on the one hand, the priorities of firms in production sector are changed and reaching some parts of benefits in oil sector of the economy becomes the basis of profit-maximizing of firms and these firms find themselves not dependent on science and knowledge. On the other hand, based on oil income, government finds itself needless of science and knowledge to promote its own financial and managerial capacities. In addition, the government uses the injection of oil income to achieve scientific development, which application of this method makes education system needless of financing through other sectors of the economy. The set of these consequences at last leads the education system towards the path of prioritizing quantity and disregarding quality in its activities. Available data regarding the quantity and quality of efforts in Iranian education system, including number of patents and innovations, number of academic articles and the sources of financing in education system verifies the theoretical framework presented in this paper.}, keywords = {Oil Income,Resource Curse,Rentier Economy,Economic Development,Education System}, title_fa = {چالش‌های نظام آموزش در اقتصاد‌های متکی‌به نفت: مطالعه موردی ایران}, abstract_fa = {تزریق درآمدهای نفتی به‌منظور دستیابی به رشد و توسعه اقتصادی در اقتصادهای رانتی، در بلندمدت آثار مخربی بر حوزه علم و دانش داشته است و خواهد داشت. در پیش گرفتن الگوی «تزریق درآمدهای نفتی» در نهایت، پیام‌هایی به بازیگران عرصه علم و دانش مخابره می‌کند که آنها را به سمت انتخاب مسیر «گسترش بی‌‌کیفیت آموزش» سوق می‌دهد. براساس چهارچوب تحلیلی ارایه شده در مطالعه حاضر، تسلط فضای رانتی حاکم، به ایجاد ساختار انگیزشی متکی‌به رانت‌جویی منجر می‌شود. در این شرایط، از یک سو، اولویت بخش تولیدی تغییر می‌یابد و دستیابی به کیک نفتی مبنای حداکثرسازی سود بنگاه‌ها قرار می‌گیرد و بنگاه‌ها را از علم و دانش و ارتباط با صنعت بی‌نیاز می‌کند. از سوی دیگر، دولت به پشتوانه درآمدهای نفتی برای ارتقای توان مالی و مدیریتی خویش، خود را از علم و دانش بی‌نیاز می‌یابد. در کنار اینها، دولت در تلاش برای دستیابی به توسعه علمی، الگوی تزریق درآمدهای نفتی را در پیش می‌گیرد که کاربست چنین الگویی نظام آموزشی را بی‌نیاز از ارتباط با سایر حوزه‌ها برای تأمین مالی می‌کند. مجموعه این پیام‌ها در نهایت، نظام‌آموزشی را به سمتی سوق می‌دهد که در آن، کمیت در اولویت بوده و کیفیت فاقد اولویت است. داده‌های موجود در خصوص کمیت و کیفیت نظام آموزشی، ثبت اختراع، تعداد مقالات و منابع تأمین مالی نظام آموزشی به‌خوبی الگوی نظری ارایه شده در مطالعه حاضر را تأیید می‌کنند.}, keywords_fa = {درآمدهای نفتی,نفرین منابع,اقتصاد رانتی,توسعه اقتصادی,نظام آموزشی}, url = {https://ijer.atu.ac.ir/article_8300.html}, eprint = {https://ijer.atu.ac.ir/article_8300_6a57fda1594ec2fdc9e0c4135c9dca66.pdf} }
