The importance of interest rates in shaping the variation in tax policies of OECD countries, where they have been dominated by leftist governments, offers an interesting topic for research. Using data for up to 20 OECD countries in the period of 1966-2000, this paper tries to investigate a hypothesis that challenges the partisan theories of economic growth. We argue that the strategic nature of tax competition is not the sole factor in determining a country’s choice of taxation policy, and that other factors, notably interest rates, play an important role as well. We find that left-wing governments tend to lower capital taxes as a consequence of increased interest rates, which is consistent with the predictions of international tax competition theories, but in contrast to the partisan theories of economic growth presented in this paper.}, keywords = {Tax Competition,Capital Taxation,Government Partisanship,Interest Rates,Spatial Models}, title_fa = {اقتصاد سیاسی مالیات بر سرمایه: چگونه نرخ های بهره محدودکننده هستند؟}, abstract_fa = {براساس مطالعات تجربی که تا کنون انجام شده است، از دولت های چپگرا انتظار می رود در مقایسه با همتایان راستگرای خود، نرخ های بهره پایین تر و مالیات بر سرمایه بالاتری را به همراه داشته باشند. اهمیت نرخ بهره در شکل دهی تغییرپذیری سیاست های مالیاتی کشورهای OECD، خصوصا کشورهایی که توسط دولت های چپگرا اداره می شوند، موضوعی قابل توجه را برای تحقیق پیشنهاد می کند. این مقاله بر آنست تا با استفاده از داده های ۲۰ کشور OECD در بازه زمانی ۲۰۰۰ـ۱۹۶۶ نظریه های حزبی رشد اقتصادی را به چالش بکشد. در این مقاله نشان می دهیم که ماهیت استراتژیک رقابت های مالیاتی تنها عاملی تعیین کننده سیاست های مالیاتی یک کشور نیست، بلکه عواملی دیگر، به ویژه نرخ بهره، نقش مهمی را در سیاست گذاری مالیاتی ایفا می کنند. براساس یافته های این بررسی، دولت های چپگرا به دلیل افزایش نرخ بهره به کاهش مالیات بر سرمایه تمایل دارند، که این نتیجه با پیش بینی های نظریه های رقابت مالیاتی مطابقت دارد، ولی با نظریه های حزبی رشد اقتصادی ارائه شده در این مقاله در تضاد است.}, keywords_fa = {رقابت مالیاتی,مالیات بر سرمایه,حزب گرایی دولت,نرخ بهره,مدل فضایی}, url = {https://ijer.atu.ac.ir/article_640.html}, eprint = {https://ijer.atu.ac.ir/article_640_65666c83b356ac41038d10f2bc40ea0b.pdf} }
